Amends s. 1012.81, F.S. to specify that the State Board of Education shall adopt rules prescribing limited-access records for Florida College System institution employees.

Defines limited-access records to include: academic performance evaluations (accessible to employee and supervisory officials); investigation records for employee misconduct complaints (becomes public when investigation ceases to be active or institution notifies employee of investigation conclusion, with investigations presumed inactive after 90 days); disciplinary proceeding records (accessible to employee, becomes public after final decision); and grievance proceeding records (accessible to employee and institution officials, becomes public after final decision).

Maintains that limited-access employee records remain confidential and exempt from public records disclosure, except as required by the college president or upon court order.

Effective date: July 1, 2012.
