Eliminates the Division of Standards within the Department of Agriculture and Consumer Services and transfers its duties to the Division of Consumer Services.

Authorizes the Department of Agriculture and Consumer Services to suspend or deny professional licenses for surveyors, mappers, and private security personnel when licensees fail to comply with child support orders or other court-ordered obligations.

Replaces criminal penalties with administrative fines (up to $5,000) for violations of brake fluid registration and sales laws.

Removes requirements for social security numbers on applications for commercial telephone sellers, telemarketing salespersons, business opportunity sellers, and travel agents.

Substitutes "local business tax receipt" terminology for "occupational license" throughout consumer service regulations and makes technical updates to health studio contracts, continuing education monitoring, and firearms training waivers.
