Repeals expired or inoperative provisions from the Florida Statutes that can only be removed through a reviser's bill, including provisions related to federal economic stimulus funding, transportation authorities, correctional policy councils, and workforce board regulations.

Removes subparagraph 2 from section 373.079(4)(a) relating to restrictions on governing board member intervention in permit application reviews, which expired June 1, 2011.

Amends section 1004.648(12) to update a cross-reference to section 1004.226 to specify "Florida Statutes 2006" to conform with the repeal of that section.

Repeals section 921.0019 creating the Correctional Policy Advisory Council, which was abolished by the Legislature effective July 1, 2011, and section 1004.226 (21st Century Technology, Research, and Scholarship Enhancement Act) which was repealed effective June 30, 2011.

Takes effect 60 days after adjournment sine die of the legislative session in which it is enacted.
