Deletes previous restrictions on player-activated vending machines and replaces them with updated requirements allowing vending machines to dispense online lottery tickets, instant lottery tickets, or both.

Requires vending machines to dispense tickets after coin or currency insertion, be capable of electronic deactivation for 5+ minutes, and be designed solely for lottery ticket dispensing.

Mandates retailers keep vending machines in direct line of sight and maintain at least one employee on duty during operation, or two employees if the retailer previously violated lottery age restriction laws.

Prohibits vending machines from redeeming winning tickets or using video/mechanical reels depicting slot machine or casino game themes for gameplay, though such themes may appear on tickets or signage.

Changes department leasing requirement from instant ticket vending machines only to all vending machines that dispense online lottery tickets, instant lottery tickets, or both; effective July 1, 2012.
