Creates the Black Cultural Tourism Enhancement Commission within the Department of State with independent powers and duties, supported by departmental staff.

Commission shall provide financial and technical assistance to black cultural facilities and events to expand tourism, create jobs, and stimulate economic development through marketing of black cultural sites.

Commission shall provide training for tour guides and operators, assist educators in teaching black history, and serve as a resource to the Florida Tourism Industry Marketing Corporation.

Commission composed of 13 members appointed by the Governor (3), Senate President (2), House Speaker (2), Secretary of State (2), Commissioner of Education (2), and Florida Conference of Black State Legislators (2).

Members serve without compensation but are entitled to reimbursement for per diem and travel expenses; commission may establish or designate a direct-support organization to receive grants and resources for black cultural sites.
