Allows municipalities and special fire control districts to modify firefighter and police officer pension plans through mutual consent between the municipality and the collective bargaining representative (or majority of plan members), with such agreements deemed compliant with state law retroactively to October 1, 2010.

Revises the definition of "compensation" or "salary" for police officer pensions by removing a minimum 300-hour overtime limit for plans in place before July 1, 2011, while capping overtime at 300 hours per year for agreements entered into on or after July 1, 2011.

Prohibits inclusion of accrued unused sick or annual leave payments in retirement benefit calculations for service earned under collective bargaining agreements entered into on or after July 1, 2011.

Declares that providing fair and adequate retirement benefits to public employees and their beneficiaries serves an important state interest consistent with the Florida Constitution and state law.
