Requires courts to find that obligors have present ability to pay child support arrearages and current obligations before approving payment schedules for suspended licenses.

Directs courts to suspend an obligor's driver license if they fail to comply with approved payment schedules and have the ability to pay.

Allows obligors whose licenses have been suspended to petition the court for a license restricted to business purposes only if they agree to make payments against the arrearage.

Requires the Department of Highway Safety and Motor Vehicles to reinstate full driving privileges or reinstate a business-purpose-only license when the Title IV-D agency or court clerk provides electronic notification that a court order has been entered granting relief.

Changes notification requirement from affidavit to electronic notification for reinstatement of driving privileges.
