Establishes a state employee health and wellness clinic pilot program managed by a competitively selected vendor to operate two clinics.

Clinics shall provide primary care, wellness services, occupational health services, vaccines and immunizations, and electronic medical records access.

One clinic at Southwood Complex operating maximum 20 hours per week and one at Capitol Complex operating minimum 20 hours per week, beginning no later than January 1, 2013.

Vendor bears all startup costs, employs clinic staff, and is not required to file insurance claims for services provided.

Contract term limited to 3 years with annual reports due February 1 of each year evaluating health services implementation, cost savings, and quality standards.
