Establishes a tiered permit fee structure for pugilistic exhibitions based on venue seating capacity: $50 maximum for venues with fewer than 2,000 seats, $100 maximum for 2,000-5,000 seats, and $250 maximum for 5,000 or more seats.

Sets minimum permit fee of $5,000 per event for mixed martial arts matches, replacing the previous $1,800 per event requirement for professional matches.

Defines "event" as one or more matches comprising a single show.
