Prohibits drivers under 18 years of age from operating a motor vehicle while using any wireless communications device or telephone, except to report illegal activity, summon emergency help, or prevent injury or property damage.

Restricts drivers under 18 from operating a vehicle with more than three passengers under 18 years of age unless accompanied by a licensed driver at least 21 years old; exempts siblings and children of the driver.

Enforcement of both the wireless device and passenger restrictions limited to secondary enforcement actions when a driver is detained for another traffic violation.

Requires driver improvement schools and driver education courses to include awareness training about risks associated with handheld electronic communication devices while operating a motor vehicle.

Adds voluntary $1 or more contribution option on motor vehicle registration and driver license application forms to benefit the Auto Club South Traffic Safety Foundation for community traffic safety education and outreach.
