Allows minors with certain felony arrests to expunge nonjudicial arrest records upon successful completion of prearrest or postarrest diversion programs.

Extends the application submission deadline from 6 months to 12 months after program completion.

Restricts expungement eligibility by excluding arrests for violent crimes, sexual offenses, human trafficking, drug trafficking, and other specified serious felonies listed in statute sections 393.135, 394.4593, 787.025, chapters 794 and 839, and related offenses.

Applies retroactively to minors who completed diversion programs on or after July 1, 2000, with those completing before July 1, 2012 having 12 months from that date to submit applications.

Takes effect July 1, 2012.
