Establishes a voluntary sound-testing program administered by the Fish and Wildlife Conservation Commission for airboats that meet or fall below 107 dB A sound level.

Airboats passing the sound test receive a numbered decal and certificate allowing operation on all navigable state waterways, including those where airboats are locally prohibited.

Testing must occur while airboat travels on plane in water 1 foot deep or less, measured 100 feet perpendicular from fixed testing equipment, with fees capped at the commission's administration costs.

Requires a super-majority (two-thirds) vote by local governing bodies to enact ordinances that discriminate against airboats without the sound-test decal.

Modifies noise regulations to clarify that airboats with the decal are exempt from county noise ordinances limiting vessels to 90 dB A at 50 feet.
