Amends chapter 2004-466, Laws of Florida to authorize Hillsborough County and other public bodies to purchase goods and services through cooperative purchasing with tax-exempt 501(c)(3) organizations designed to assist governmental entities.

Allows public bodies to make purchases from contracts procured by other federal, state, or local governmental entities or qualifying tax-exempt organizations under the same bid terms and conditions.

Requires contracts procured by tax-exempt organizations to comply with competitive solicitation laws, bylaws, rules, regulations, ordinances, or policies that provide for full and open competition.

Takes effect upon becoming law.
