Requires the Division of Pari-mutuel Wagering to adopt rules specifying internal components, hardware, software, and operating requirements for slot machines, including random-number generator specifications and procedures to ensure random probabilities of winning plays.

Adds provisions allowing independent testing laboratories to (rather than must) conduct slot machine compliance testing and clarifies that laboratories may not be owned or controlled by licensees.

Prohibits a slot machine's random-number generator from serving more than one player station or terminal, while allowing slot machines within a facility to be linked for progressive jackpot payouts only.

Removes obsolete 2006-2007 pari-mutuel license amendment provisions and clarifies various licensee duties regarding ownership changes, security plans, and compliance with gaming regulations.

Effective date: July 1, 2012.
