Requires applicants for building permits involving tower cranes or mobile cranes to submit site plans and documentation of compliance with governmental authorities including Federal Aviation Administration lighting requirements.

Mandates clear radio communications between operators when two or more tower cranes or mobile cranes operate within the same swing radius.

Requires a hurricane and high-wind event preparedness plan for tower cranes and mobile cranes on work sites, with specific securing procedures including lubrication of turntables, laying down booms, disconnecting power, and setting tower cranes in weathervane position.

Preempts local ordinances and building codes regarding hoisting equipment regulation, but excludes elevators under chapter 399 and airspace height restrictions under chapter 333.
