Amends s. 373.4144, F.S. to direct the Department of Environmental Protection to develop a mechanism or plan by October 1, 2005 to consolidate federal and state wetland permitting programs, with intent that dredge and fill activities impacting 10 acres or less be processed by the state as part of the environmental resource permitting program.

Authorizes the department to propose an expanded state programmatic general permit program in conjunction with the United States Army Corps of Engineers under Clean Water Act s. 404 and Rivers and Harbors Act s. 10, or alternatively to propose regional general permits administered by the department or water management districts.

Repeals requirement that the department file reports with the Speaker of the House and President of the Senate proposing federal and state statutory changes and coordinate with the Florida Congressional Delegation on federal law changes.

Clarifies that the section does not preclude the department from pursuing complete assumption of federal permitting programs for discharge of dredged or fill material, provided the assumption encompasses all dredge and fill activities in jurisdictional wetlands or waters within the state.

Takes effect July 1, 2012.
