Proposes a constitutional amendment to Article X, Section 28 establishing naming restrictions for publicly owned buildings, roads, bridges, parks, recreational complexes, and similar facilities

Prohibits naming public facilities after any person who has not been deceased for at least 5 years, with limited exceptions

Allows naming a facility after a living person or someone deceased less than 5 years only with a four-fifths vote approval by the governmental body enacting the designation

Prohibits naming any public facility after a public officer while that person remains in office, regardless of the four-fifths vote exception

Requires submission of the amendment to Florida voters for approval at the next general election or an earlier special election authorized by law
