Changes language in s. 320.07 from "shall not" to "may not" be operated regarding vehicle operation after registration expiration, and adds that vehicles owned by natural persons may not be operated after midnight on the owner's birthday unless registration was renewed by that time.

Authorizes persons who renewed vehicle registration during an early renewal period under s. 320.071 to apply for a refund of license taxes by surrendering the registration license plate before the end of the renewal period.

Maintains existing refund provisions for vehicle owners whose vehicles are destroyed or permanently removed from the state, including the $3 minimum refund threshold and one-half reduction limit for for-hire license plates.

Effective date: July 1, 2012.
