Authorizes municipalities to collect special assessments to pay the additional costs of purchasing renewable energy that exceeds a public utility's full avoided costs.

Allows local government infrastructure surtax proceeds to be used for financial assistance to residential property owners who make energy efficiency improvements or install renewable energy devices.

Defines "renewable energy devices" to include equipment for solar, wind, or geothermal energy collection, storage, and transmission systems.

Defines "energy efficiency improvement" to include air sealing, insulation installation, HVAC upgrades, window replacement, lighting improvements, electric vehicle charging equipment, and other conservation measures.

Effective date is July 1, 2012.
