Eliminates the requirement for the Department of State to publish a printed version of the Florida Administrative Code, but allows contracting with a publishing firm for optional printed publication.

Designates the electronic version of the Florida Administrative Code as the official compilation of state administrative rules.

Renames the "Florida Administrative Weekly" to the "Florida Administrative Register" and requires continuous revision and publication on the Department of State's Internet website.

Allows adopted rules and materials incorporated by reference to be filed in electronic form, with hyperlinks from rules to incorporated materials maintained by the department.

Removes the requirement to provide free printed copies of the Florida Administrative Weekly to federal and state courts, legislative entities, state departments, and law school libraries.
