Creates the Florida Mandatory Minimum Sentencing Task Force to evaluate the effectiveness and utility of mandatory minimum sentences for substance abuse and sex offenses.

Task force consists of 13 members including the Governor or designee, executive director of the Department of Law Enforcement, Secretary of Corrections, Attorney General, circuit court judge, state attorney, public defender, Florida Bar member, three citizen members (one representing victim's rights groups), and one member each from the Senate and House of Representatives.

Governor designates the chair; if Governor participates directly, the Governor serves as chair.

Task force must hold first meeting by September 1, 2012, meet at least two additional times, and submit an interim progress report by October 1, 2012, and final report by March 1, 2013.

Task force members serve without compensation but receive reimbursement for travel and per diem expenses under Florida Statutes section 112.061 for officially called meetings.
