Amends the definition of "public utility" to exclude entities that produce and sell 5 megawatts or less per hour of renewable solar energy to users on adjacent or contiguous property.

Revises the definition of "net metering" to clarify that a customer's site includes all energy usage accounts located on contiguous property owned by the same customer.

Removes the word "either" from the public utility definition to accommodate the new solar energy production exemption.

Takes effect July 1, 2012.
