Eliminates the Minority Business Certification Task Force, which previously convened to establish uniform certification criteria and procedures for minority business enterprises.

Removes the requirement that certification criteria be approved by the task force before adoption by the Department of Management Services.

Eliminates the task force's authority to amend the statewide and interlocal agreement for minority business enterprise certification.

Makes minor clarifying amendments to certification language, including changes to verb tenses and definitions of "useful business function" and "related immediate family group."

Takes effect July 1, 2012.
