Defines "apiary" as a beeyard where honeybee hives and equipment are located, including on agriculturally classified land or land integral to beekeeping operations, and adds definition for "apiculture" as raising, caring, and breeding of honeybees.

Preempts authority to regulate, inspect, and permit managed honeybee colonies to the state Department of Agriculture and Consumer Services, superseding any county, municipality, or political subdivision ordinances.

Requires the Department of Agriculture to consult with local governments and other affected stakeholders when adopting rules on placement and location of registered inspected managed honeybee colonies.

Exempts farm signs from the Florida Building Code and county or municipal codes or fees, similar to existing exemptions for nonresidential farm buildings and farm fences.
