Restructures the maintenance requirements for alcoholic beverage licenses by creating separate standards for licenses issued on or before September 30, 1988 (120 days of operation per 12 months) versus licenses issued after that date (210 days of operation per 12 months).

Requires licensees to notify the Division in writing within 45 days after a license becomes inactive and to apply for reactivation within 12 months of placing the license in inactive status.

Allows the Division to grant extensions for licenses to remain inactive beyond 12 months when licensees demonstrate hardship conditions including: license value decline, active sale attempts, pending corporate or governmental approvals, pending lease negotiations, physical destruction, incapacitating illness, or court-ordered prohibition from sales.

Removes the previous cumulative 24-month waiver cap and requires that extensions continue upon subsequent written request demonstrating continued qualifying conditions and substantial progress toward resolution.

Clarifies that licensees must operate in a manner to maximize sales and tax revenues, maintain reasonable merchandise inventory, and use good business practices, with circumvention attempts grounds for revocation or suspension.
