Authorizes each state university board of trustees to increase the Capital Improvement Trust Fund fee (currently $2.44 per credit hour) and building fee (currently $2.32 per credit hour) beginning with the 2012 fall term.

Requires a fee committee composed of at least 50 percent students appointed by the student body president and remaining members appointed by the university president to recommend any fee increases, with final approval by the university board of trustees.

Limits fee increases to once per fiscal year implemented in the fall term and prohibits the combined fees from exceeding 10 percent of resident tuition or 10 percent of nonresident tuition plus out-of-state fees.

Permits Capital Improvement Trust Fund fee revenues to fund projects or real property acquisitions meeting chapter 1013 requirements and requires the Division of Bond Finance to analyze and the Board of Governors to approve any proposed fee reductions.

Takes effect July 1, 2012.
