Creates section 1002.333 of Florida Statutes to authorize family charter academies as part of the state's public school system, allowing existing charter schools or nonprofit organizations to add a family charter component.

Permits nonprofits with literacy or family education expertise, existing K-12 charter schools, municipalities, and legal entities to apply to school districts or Florida College System institutions to open a family charter academy.

Requires applicants to submit detailed applications including student learning goals, differentiated learning strategies, startup and annual financial plans, facilities descriptions, teacher qualifications, and documentation of virtual instruction contracts if applicable.

Establishes sponsor duties including monitoring progress toward charter goals, ensuring participation in the state's education accountability system, and reporting pretest and posttest scores on TABE or CASAS assessments; makes sponsor approval decisions final and non-appealable.

Encourages sponsors to develop performance-based contracts with performance measures such as assessment scores and attendance data, and to provide applicants with the sponsor's previous year's average cost per adult student and average annual gain scores.
