Amends Florida Statutes section 1009.21 to establish residency classification for tuition purposes in postsecondary education institutions.

Allows a dependent child whose parent died to qualify as a Florida resident for tuition purposes if the child lived in Florida with that parent and continues living in Florida with another adult while completing high school requirements.

Permits this residency classification regardless of whether a non-resident parent claims the child as a dependent for federal income tax purposes.

Takes effect July 1, 2012.
