Requires water management districts to include reservations, minimum flows and levels, and water bodies affected by adjacent district withdrawals in their priority lists and schedules submitted annually to the Department of Environmental Protection.

Authorizes water management districts to enter into interagency agreements for resource management activities across district boundaries, with the requirement that funding districts receive some or all benefits from the activity.

Increases minimum permit duration for alternative water supplies from 20 years to 30 years for permits approved on or after July 1, 2012, with extensions available for bond retirement up to 7 additional years beyond the original expiration date.

Allows water management districts to provide group insurance coverage for employees of other water management districts using the same provisions as other public employees.

Creates an 18-member Study Committee on Investor-Owned Water and Wastewater Utility Systems to examine small utility issues and report findings and legislative recommendations to the Governor and Legislature by February 15, 2013, with the committee terminating June 30, 2013.
