Prohibits governmental entities from charging stormwater management fees on bona fide farm operations classified as agricultural land, except for counties that adopted stormwater ordinances before March 1, 2009 (which may continue to charge if they provide credits for best management practices).

Returns fuel sales tax collected from county sheriff's offices to those offices to offset fuel costs, and allows sheriffs licensed as local government users to take tax credits on diesel fuel returns.

Authorizes citrus harvesting equipment, citrus fruit loaders, and citrus products to be transported using the same overlength vehicle exemptions previously available for other agricultural equipment like cotton module movers.

Establishes criminal penalties for unlicensed activity in Chapter 493 professions: first offense is a first-degree misdemeanor, second or subsequent offense is a third-degree felony with civil penalties up to $10,000, with a 90-day grace period after license expiration.

Grants Class "G" licensed security officers at critical infrastructure facilities authority to temporarily detain persons suspected of committing crimes, with requirements to notify law enforcement immediately and transfer custody upon officer arrival; defines critical infrastructure facilities to include chemical plants, refineries, power plants, water treatment facilities, and telecommunications centers.

Grants the Department of Agriculture exclusive authority over commercial feed and feedstuff sales and use, requiring consultation with the Commercial Feed Technical Council when adopting related standards.
