Lowers dollar thresholds for reclassifying theft from persons age 65 or older: first-degree felony drops from $50,000 to $20,000; second-degree from $10,000 to $5,000; third-degree from $10,000 to $5,000.

Ranks communications fraud offenses against victims age 65 or older two severity levels higher under the Criminal Punishment Code compared to equivalent grand theft violations.

Establishes mandatory minimum sentences for aggravated white collar crime: 3 years for crimes victimizing 10+ elderly persons; 5 years if 20-29 victims; 10 years if 30+ victims.

Amends the Criminal Punishment Code Offense Severity Ranking Chart to reflect changes to theft thresholds and communications fraud rankings for elderly victims.

Takes effect July 1, 2012.
