Deletes the annual reporting requirement for the Florida Health Insurance Plan's board of directors to report to the Governor and Legislature on plan operations, market effects, enrollment projections, funding needs, and actuarial findings.

Removes the contingency that the Florida Health Insurance Plan cannot be implemented until funds are appropriated for startup costs and projected deficits.

Eliminates the annual reporting requirement for the Office of Insurance Regulation to report to the Governor and Legislature on the Small Employers Access Program's activities, premiums, enrollment, administration expenses, and losses.

Renumbers subsections of section 627.64872 to reflect the deletion of the annual reporting provision.

Effective date: July 1, 2012.
