Authorizes the board to issue temporary permits to physical therapist applicants who meet all licensure requirements except passage of a national examination.

Requires temporary permit applicants to demonstrate malpractice insurance, submit a full licensure application, and verify they will practice under direct supervision of a licensed physical therapist.

Temporary permits are non-renewable and become void if the permittee does not pass or sit for the national examination within 6 months of graduation.

Mandates that supervising physical therapists have at least 6 months of active licensure, supervise only one temporary permit holder at a time, and cosign all patient records produced by the permittee.

Amends prohibited acts to include practicing or attempting to practice physical therapy without an active license or temporary permit, and prohibits use of suspended, revoked, or void permits.
