Reorganizes the definition of "personal financial and health information" to include a history of a consumer's personal medical diagnosis or treatment as a separate category.

Expands the public records exemption in s. 624.23, F.S. to allow disclosure of confidential consumer complaint and inquiry information to the consumer or the consumer's legally authorized representative.

Changes disclosure language from "and" to period after "duties and responsibilities" regarding disclosure to other governmental entities.

Eliminates the scheduled repeal of the exemption under the Open Government Sunset Review Act that was set for October 2, 2012, making the exemption permanent.

Takes effect October 1, 2012.
