Authorizes owners of low-speed vehicles to convert their vehicles to golf carts through a verification process with the department's regional office.

Requires conversion applicants to surrender the registration license plate and certificate of title and pay a $40 fee to cover verification and administrative costs.

Upon verification, the department shall note the conversion in the vehicle record and cancel the certificate of title and registration.

Redefines "low-speed vehicle" to include any four-wheeled vehicle (not just electric vehicles) with a top speed greater than 20 miles per hour but not greater than 25 miles per hour that complies with federal safety standards.

Takes effect July 1, 2012.
