Establishes state policy to encourage water quality credit trading through public-private partnerships, citing potential for increased environmental benefits at reduced costs.

Expands water quality credit trading pilot programs from the Lower St. Johns River Basin to include the Caloosahatchee Basin, St. Lucie Basin, and Lake Okeechobee Basin, with the South Florida Water Management District defining basin boundaries.

Requires the South Florida Water Management District to coordinate with the Department of Environmental Protection to establish public-private partnerships for developing water quality enhancement projects and trading programs in the designated basins.

Directs the Department of Environmental Protection to amend rules pursuant to paragraph (9)(c) to implement pilot programs in the three newly added basins.

Removes the requirement for the department to submit a 24-month report to state leadership on the effectiveness of the Lower St. Johns River Basin pilot project.
