Establishes the Division of Food, Nutrition, and Wellness within the Department of Agriculture and Consumer Services.

Repeals six advisory councils and technical councils (Aquaculture Interagency Coordinating Council, Fertilizer Technical Council, Seed Technical Council, Commercial Feed Technical Council, Plant Industry Technical Council, and Florida Forestry Council) and creates the Agricultural Feed, Seed, and Fertilizer Advisory Council as a replacement.

Revises mosquito control district operations by authorizing use of pesticides registered by the department, changing budget submission deadlines to September 30, and reorganizing the Florida Coordinating Council on Mosquito Control membership.

Deletes food safety pilot programs, milkfat tester licensing requirements, and authorizes the department to adopt federal Food Code by reference.

Amends soil and water conservation district provisions to reduce Soil and Water Conservation Council membership from 23 to 7 members, expand district jurisdiction beyond traditional boundaries with approval, and establish procedures for district dissolution or discontinuance.
