Amends the Charter of the City of Lakeland to clarify that city commissioners hold office for four (4) years or until their successors take office.

Requires commissioners elected from districts A, B, C, and D to have been residents of their respective districts for one (1) year prior to taking office and to remain residents of those districts during their terms.

Specifies that two (2) commissioners shall be elected at large without district residency requirements, while the mayor is elected at large.

Extends the terms of commissioners from Districts C and D, one at-large commissioner, and the mayor by one (1) year with elections on November 1, 2005 (or December 6, 2005 for runoff).

Extends the terms of commissioners from Districts A and B and one at-large commissioner by one (1) year with elections on November 6, 2007 (or December 4, 2007 for runoff).
