Establishes the Dan Marino Foundation Florida Vocational College in Broward County as a residential postsecondary school for students ages 18-28 with developmental disabilities who are no longer eligible for exceptional student education funding.

Creates a seven-member Board of Trustees with three members appointed by the Governor (including one person with a developmental disability), plus the chairs/CEO of the Dan Marino Foundation and one member each appointed by the Speaker of the House and President of the Senate.

Requires the school to provide individualized curriculum with employment and certification tracks, resulting in a Career and Life Skills Diploma upon completion, and to coordinate with employers and community organizations.

Mandates Level 2 background screenings and security investigations for all employees and job applicants, with criminal record review and 30-day disqualification procedures for missing disposition information.

Designates the college as a component of the Florida College System funded through the Department of Education, requires annual campus crime reports, and authorizes the Office of Inspector General to investigate waste, fraud, or financial mismanagement at the school.
