Amends section 338.155, Florida Statutes to expand the definition of exempt personal identifying information to include name, address, credit card or debit numbers, bank and account information, and other personal financial information related to toll payments.

Extends the public records exemption to cover personal identifying information provided for paying, prepaying, or collecting tolls and other amounts due for toll facility use, not just prepayment by credit card or check.

Establishes a public necessity finding that the exemption protects public health and safety by keeping confidential individuals' whereabouts and location data from toll-collection system use.

Provides that the exemption promotes electronic toll-collection system use by creating equal protection for video billing payers compared to those who prepay or pay cash, while reducing administrative costs.

Takes effect July 1, 2012.
