Revises definitions for geriatric outpatient clinics to allow licensed practical nurses under supervision, and adds definition of "therapeutic spa services" as bathing, nail, hair care, and related personal hygiene services.

Creates new section 400.172 establishing requirements for respite care in nursing home facilities, including abbreviated care plans, contracts, and limiting stays to 14 consecutive days or 60 days per contract year.

Expands nursing home "other needed services" to include respite care, therapeutic spa services, and adult day care for nonresidents without additional licensure requirements.

Exempts from certificate of need requirements a pilot project for a 150-bed nursing home affiliated with an accredited nursing school in a private university within agency-planning subdistricts 4-1, 4-2, or 4-3, with construction required to begin within 11 months and exemption expiring June 30, 2014.

Revises pain-management clinic registration exemptions to include board-eligible physicians, physician-owned group practices, and physicians with specified residency and pain medicine practice experience; modifies definition of chronic nonmalignant pain to include sickle cell anemia.
