Expands Florida Kidcare program eligibility to include immigrant or noncitizen children who are lawfully present in the United States (defined as inspected and admitted without overstaying, or with current USCIS permission to stay).

Expands Medicaid eligibility to include children 18 years of age or younger who are lawfully present immigrants or noncitiens, regardless of their date of entry, provided they meet other Medicaid eligibility requirements.

Increases the Florida Healthy Kids Corporation board of directors from 11 members to 12 members by adding one Governor-appointed member nominated by the Florida Dental Association.

Makes technical corrections to language regarding employer-sponsored health coverage eligibility requirements.

Takes effect July 1, 2012.
