Allows veterans to add a capital "V" designation to identification cards and driver licenses by presenting a DD Form 214 or another form specified by the Department of Veterans' Affairs.

Charges a $2 fee for adding the "V" designation to existing identification cards or driver licenses (without renewing), deposited into the Highway Safety Operating Trust Fund.

Exempts veterans from paying the standard replacement card or license fee when obtaining the "V" designation as their only transaction.

Maintains the original $1 fee for obtaining the "V" designation when renewing identification cards or driver licenses.

Takes effect July 1, 2012.
