Requires the Department of Health to include air quality testing of enclosed ice skating rinks in its environmental health program to protect visitors and employees from harmful gases and particles.

Authorizes the department to adopt rules establishing air quality standards, monitoring and testing requirements, equipment maintenance standards, ventilation requirements, recordkeeping, and fee assessments for ice skating rinks.

Permits the department to enter and inspect enclosed ice skating rinks at reasonable hours to determine compliance with applicable air quality statutes and rules.

Authorizes the department to impose administrative fines not exceeding $500 per violation for violations of the ice skating rink air quality standards.

Effective date: July 1, 2012.
