Agency for Health Care Administration shall conduct a study evaluating medical necessity, efficacy, and costs of requiring health insurers and HMOs to cover orthoses and prostheses equal to federal Medicare coverage levels under 42 U.S.C. and applicable Code of Federal Regulations sections.

Study shall assess whether coverage gaps exist in small and large group insurance markets and provide information on benefits and costs for Medicaid recipients and children enrolled in the Children's Medical Services Program.

Office of Insurance Regulation shall consult with the Agency, and Department of Health shall coordinate to provide coverage information for children requiring orthoses and prostheses.

Agency may contract with an actuary from the American Academy of Actuaries and other health insurance experts to assist with the study evaluation.

Agency shall report findings and recommendations to the President of the Senate and Speaker of the House of Representatives by January 1, 2013; $25,000 in nonrecurring funds appropriated from the Insurance Regulatory Trust Fund for fiscal year 2012-2013.
