Amends the Department of Health's authority over beach water contamination by requiring a report to the Governor and Legislature by January 1, 2013 with recommendations for addressing health advisories at beach waters.

Requires the report to rank beach waters failing water quality standards using priority criteria, propose methodologies for exploring contamination sources through sanitary surveys, and recommend funding levels for implementation.

Directs the Department of Health to investigate sources of contamination in beach waters that fail to meet quality standards, in priority order, and publish investigation results on the department's website.

Requires the Department of Health to coordinate with the Department of Environmental Protection and Fish and Wildlife Conservation Commission to develop and implement a public education program about human actions affecting beach water quality.

Changes notification language from "when" to "if" regarding health advisories and removes a previous requirement for a three-year water quality study contingent on $600,000 in nonrecurring appropriations.
