Adds caregiver as a person who may provide a statement regarding a putative father in paternity establishment proceedings.

Extends timeframe from 10 to 15 days for obligors to request informal discussion of proposed administrative support orders, with hearing deadline extended 10 days after discussions conclude.

Changes notice requirements from registered or certified mail to regular mail for levy notices and allows departments to send notices to garnishees by secure email or facsimile with written consent.

Requires Chief Financial Officer to work with Department of Revenue to establish automated system for identifying individuals owing past due support who receive state payments or lease property to the state, allowing garnishment of such payments.

Authorizes Department of Revenue to place administrative liens on motor vehicles, vessels, claims, settlements, or judgments for obligors with past due support exceeding $600, with obligor notification and right to administrative hearing.
