Renames the "Cancer Control and Research Advisory Council" to the "Florida Cancer Control and Resource Advisory Council" and restructures membership from 35 designated representatives to 38 members including 3 gubernatorial appointees from the general public, 32 cancer stakeholder representatives appointed by the Governor, and one each appointed by the President of the Senate, Speaker of the House, and State Surgeon General.

Establishes a nominating committee to review applicants and recommend gubernatorial appointments annually, with council members serving 4-year terms and a chair and vice-chair elected by council members for 2-year terms.

Creates an executive committee comprised of the chair, vice-chair, legislative and gubernatorial appointees, and four additional members selected by the chair to coordinate council activities.

Shifts responsibility for developing the Florida Cancer Plan from the council to the Department of Health, with the council providing expertise and input; changes plan review from annual to at least every 4 years.

Removes provisions related to cancer research activities and responsibilities of the Board of Governors; renames the "Florida Cancer Control and Research Fund" to the "Florida Cancer Control Fund" and eliminates cancer research as an allowable use of fund monies.
