Creates section 445.07 requiring the Department of Economic Opportunity to prepare an annual economic security report of employment and earnings outcomes for degrees and certificates from public postsecondary institutions, beginning December 31, 2013.

Requires Florida College System institutions and state universities to provide enrolled students with electronic access to the economic security report prior to registration beginning in the 2014-2015 academic year and annually thereafter.

Reduces general education course requirements from 36 to 30 semester credit hours for associate in arts degrees and from 36 to 30 semester hours for baccalaureate degrees, effective for students entering in the 2014-2015 academic year and later.

Requires Florida College System students seeking an associate in arts degree to declare a baccalaureate degree program of interest by the time they earn 30 semester hours to improve articulation and reduce excess credit hours.

Establishes performance-based funding for state universities focused on computer science and information technology graduates, with up to $15 million annually awarded to highest-ranked universities based on employment rates and industry certifications.
