Establishes rights for patients receiving health care services at home, including protection of civil and legal rights regardless of care setting.

Grants patients rights including choice of health care providers and products, timely delivery of services, regular equipment servicing, professional quality care, and 24-hour telephone access to providers.

Allows patients to deny provider access to their home if the provider lacks proper paperwork, fails to provide advance notice of appointments, or has poor hygiene.

Requires patients to accurately represent their condition, properly use equipment, care for equipment in their possession, inform providers of their home's primary language, and accept qualified providers regardless of race, creed, or sexual orientation.

Takes effect July 1, 2012.
